Our History

The continuous delivery of Medicare reimbursement service expertise at Government Program Specialists dates back to the late 1960s. In September of 1969, Gordon Stavig established Medical Reimbursement Advisors (MRA), which is widely considered the first Medicare/Medicaid Reimbursement Consulting Firm in the United States. In 1983, Juan Avant and Gordon's son, Art Stavig, joined MRA. With the advent of Medicare DSH payments in 1986, Mr. Avant and Mr. Stavig were at the forefront of this issue, and played a vital role in how Medicare audits DSH today.

MRA is the consulting firm of record in the Baptist Hospital v. Shalala case. This successful court case allowed hospitals to count all eligible Medicaid days in the Medicare DSH formula, regardless if the Medicaid days had been paid by a state agency. After the groundbreaking Baptist case, the Texas Hospital Association asked MRA to be the consultant of record in Incarnate Word Health System v. Shalala. This case involved the same issue in the US sixth circuit. Over 100 Texas hospitals participated and benefited from the successful resolution of this case These federal court cases established the standard for DSH reimbursement we know in the health care industry today.

Mr. Avant and Mr. Stavig have performed Medicare DSH work at over 600 hospitals throughout the U.S. and have helped recover close to $1 billion dollars in additional Medicare DSH reimbursement for its hospital clients.
